In my own libraries I stored some useful information in attributes. They
are shown in the BOM but sometimes it might be handy to retrieve them
on-the-fly.

I wonder if there is an ulp that collect ALL components in the active
libraries and report them into a CSV file along with their name,
package, prefix, technology and of course attributes.

In this way I can create a database of my own components: when I need to
retrieve a detail (say order code) I don't need to remember in which
library that component is, open it and manually inspect the attributes.

There a free downloadable ULP for BOMS here maybe of some use?
PC Services - Eagle PCB CAD software ULPs (http://www.pcserviceselectronics.co.uk/eagleulp/)

I'm not looking for a BOM ulp.
I want to collect data from ALL the active libraries.

I haven't seen anything like that but I've had this problem myself. I'd like to store extra attributes on the parts by inputting them in the CSV and have them sync via the ULP to update the libraries.
