I have been using Eagle for over 20 years.  I started with the DOS 3.1 version.  I usually build all my parts from scratch.  My .LBR was started back in the beginning.  When I build a part using versions > 6.3, I am no longer able to SMASH a part and move the VALUE around.  In the image below, C21 and R14 are old parts, being created early in my Eagle days.  They both are SMASHed and they both have the ability to move the NAMES and VALUES around.  U7 and U8 are new parts, both created in 6.5 and both SMASHed, but only the NAMES are able to be moved - the VALUES don't have the "+" handle to grab.

One thing that I have changed is the ALIGN from the default value to CENTER.  Changing back to the default "LEFT-BOTTOM" acts the same way.  If I change the VALUE to >VALUE and add the value in the schematic, the value never shows (VALUES layer is ON).

I though that I knew Eagle quite well.  This is perplexing me.

Does anyone have any ideas?

Just a wild and probably dumb guess... Is the VALUE string located at
the tValues layer?

Instead of a .jpg you had better provided the .sch so we could check on
that.
The .jpg shows nothing.

The ">VALUE" attribute is not there on the tValue layer, just a fixed
string.
Also when changing the string to ">VALUE", you need apparently need to
un-smash, then smash again to get to see the string. Some minor issue
with eagle there I guess.

You don't need the tValue attribute to be named ">VALUE".  Any string will work (used to, anyway).

Well, it turns out that I was wrong.  I fired up V3.51 and tried to move a part with the value filled in at the sym level.  When inserted into a schematic and smashed, only the NAME was moveable - the value was not.  To get it to move, I had to fill the value with >VALUE, then enter the correct part value while in the schematic.  Only then was it moveable upon smashing.

My original thinking was that the value didn't change, so why not enter it into the symbol?  If you place it correctly, it usually isn't a problem.  But sometimes it is, so it is back to assigning the >VALUE attribute at the symbol level.

My question to the CadSoft developers, is why +isn't+ this moveable?

Right now, only attributes for value and name are smashable. The

Ok, I guess it could work since you usually only have one text there,
but there may be exceptions.

Also the value of the value attribyte is that it will follow package and
technology selected at the board.

Additionally, you can create your own text variables for example:

>FIRSTPIN
>NEMO
>CREDITS

The key is the > character. In the device you can define attributes with
those names. If you smash a part those become moveable as well.
